The Ministry of Digital Transformation, in collaboration with the mobile operator "Kyivstar", is initiating the training of a new Ukrainian language model using Google’s Gemma 3 technology. This was confirmed by Mykhailo Fedorov.

Fedorov highlighted that the primary goal is for Ukraine to achieve global leadership in artificial intelligence by 2030. The development of a Ukrainian model is a significant step towards realizing this ambitious objective.

The choice of Gemma from Google as the foundation for the Ukrainian LLM is justified by several reasons:

• optimal performance-resource balance;
• support for the Ukrainian language;
• capability to work with both text and images;
• serves as a basis for the best Ukrainian language models.

This Ukrainian LLM will be a cornerstone for the strategic development of AI in the country. The quality of our public services heavily relies on the performance of this language model. The next step will involve training Gemma with Ukrainian texts and benchmarking the model.
