The Kyiv City Council has approved a new report on the rights of persons with disabilities, addressing the current state and measures taken to protect them. The document includes an analysis of issues in the capital, including responses to rights violations and the organization of necessary support initiatives.
As highlighted by Lesya Petrivska, the Ombudsman of the Kyiv City Council for Disability Rights, over 1,400 complaints were received last year, indicating numerous violations in medical, educational, and social spheres.
“The main challenges remain ensuring the accessibility of medical services, educational institutions, and transportation. Despite some positive developments, such as the establishment of barrier-free routes, persons with disabilities still face difficulties. Effective collaboration between authorities and NGOs is crucial for progress in this area,” emphasized Lesya Petrivska.
The report presents recommendations for improving living conditions, including the accessibility of residential buildings, enhancing parking facilities, increasing accessibility of electronic services, and training civil servants on communication with persons with disabilities.
“The proposed measures are significant steps towards creating a barrier-free environment in Kyiv. It is also essential to raise public awareness of the issues faced by persons with disabilities, as upholding their rights is not only a legal obligation but also a moral imperative,” added Lesya Petrivska.
