As part of the international technical assistance project «Emergency Recovery and Reconstruction Project», Kyiv has received new equipment worth over 3 million UAH. Specifically, 34 computers have been provided by the Government of Japan through the Japan International Cooperation Agency (JICA), which will be used for the rehabilitation of veterans and visually impaired individuals. This was reported by Marina Honda, the deputy head of the Kyiv City State Administration.
«Based on our previous meetings, the Japanese side identified Kyiv as one of the cities that urgently needs support due to the full-scale Russian invasion. Together with our partners, we agreed to focus on the rehabilitation of veterans and services for people with disabilities. Kyiv has already received 10 sets of computer equipment for the «Kyiv Military Hub». After reconstruction is complete, a spacious hall for esports will be established there. International experience in military rehabilitation shows that video games enhance attention, coordination, and communication skills, which are also beneficial for psychological recovery», she said.
She added that with the support of the Japanese government through JICA, Kyiv has also received 24 laptops equipped with the NonVisual Desktop Access (NVDA) system.
«This system enables children and adults with visual impairments – whether partially sighted or completely blind – to use a computer without additional specialized software. The program vocalizes everything happening on the desktop across all applications when the cursor is hovered over. This allows for independent use of the laptop without external assistance», Marina Honda explained.
She noted that the equipment for individuals with visual impairments will be transferred to rehabilitation centers in Kyiv that provide services for people with disabilities and the elderly.
