Ukraine has recorded over 2 million fines for traffic violations, with 1.5 million (75%) closed without payment due to the inability to collect the debt. According to Opendatabot, the number of unpaid fines has increased by 43% since the onset of full-scale war.
The majority of unpaid fines, a staggering 92%, are attributed to men, amounting to 1.8 million cases. Women account for only 8% of unpaid fines.
The most frequent offenders are individuals aged 25 to 45, responsible for 64% of debts (over 1.28 million). Young drivers under 25 years hold 13% of fines (around 252 thousand), while 23% (approximately 469 thousand) debts belong to drivers over 45.
Leading among regions for violations is Dnipropetrovsk region - 211.5 thousand fines (11%). Following are Kyiv - 193.7 thousand (10%), Odesa region - 146.9 thousand (7%), Kharkiv region - 125.9 thousand (6%), and Kyiv region - 106.3 thousand (5%).
It is worth noting that there are record holders for the number of violations. The absolute leader is a 27-year-old man from Vinnytsia with 1056 fines.
According to data, for the first half of 2025, the Unified Register of Debtors has recorded 375,810 debts for unpaid fines for traffic violations.
