On October 28, the European Commission took a significant step by submitting a proposal to the EU Council for Ukraine's involvement in the government satellite communication program (Govsatcom) within the framework of the EU's Space Program. According to the spokesperson of the European Commission, Tom Renye, this decision underscores the intent to integrate Ukraine into the European space community.
The European Commission aims to involve Ukraine in Govsatcom as having modern satellite communications is critical for security and defense. Renye noted that Ukraine is already actively participating in the EU defense program, and now it is time to join the space initiatives.
Involving Ukraine in Govsatcom will not only enhance security but also strengthen the country's competitiveness on the international stage, which is vital for its citizens.
The next step will involve negotiations among EU member states, and final confirmation of Ukraine's participation in these programs will occur after signing an international agreement in accordance with Article 218 TFEU.
Govsatcom aims to ensure reliable and secure satellite communications through cooperation between EU member states and private companies.
The first step toward Ukraine's space integration was made in April 2025, when an agreement was signed for participation in the Copernicus, Space Weather Events, and Near-Earth Objects programs.
In the context of Ukraine, Govsatcom is seen as an alternative to Elon Musk's Starlink network. Meanwhile, Brussels is exploring the possibility of creating a new satellite network for military intelligence.
