The mobile application for military personnel, “Reserve+”, now offers a feature for parents of children with disabilities to obtain deferments. This was announced by the Ministry of Defense of Ukraine.
The system automatically checks data in government registries, allowing users to receive results directly on their smartphones.
Parents of children with disabilities can take advantage of new online deferments:
- parents of children with disabilities under 18;
- parents of adult children with disabilities (Group I or II).
- If both parents are military personnel, each can submit a separate request for deferment through “Reserve+”.
The main condition is that the information about the disability must be current and registered in the Ministry of Social Policy’s systems. To submit a request through “Reserve+”, the app needs to be updated to the latest version in the AppStore or Google Play (it is advisable to enable automatic updates).
Next, you need to log into the app; on the main screen, click the three dots, select “Submit a deferment request”, and then choose the appropriate type of deferment.
After that, you should send the request and wait for a notification with the result. The system may deny the deferment, usually due to insufficient or incomplete data about the child or their disability.
Data can be updated online in the Electronic Cabinet for individuals with disabilities. If the child is not yet registered in the system, they need to be registered first. Data can also be updated at institutions. If you receive a denial, the app will indicate where to go — to the nearest administrative services center or social protection agency.
When visiting the administrative services center or social protection agency, you need to bring the child’s birth certificate or ID card, as well as other documents if available. Applicants using the Electronic Cabinet can submit scanned copies of documents without originals.
If the system still cannot find the child, a specialist will check the data with the applicant. The issue may be a data entry error. It is necessary to verify the series and number of the birth certificate, the number of the medical report, or the MSEC certificate.
Deferments in "Reserve+" can also be obtained by individuals with disabilities, students, graduate students, parents of three or more children, spouses of military personnel with a child, and individuals with temporary unfitness.
The deferment process occurs automatically due to data exchange between government registries. The process usually takes a few hours and does not require collecting certificates.
