The document outlines the operations and formation of these centers, establishing their interaction with local authorities, Territorial Defense Forces, and other institutions.
The primary goal is to prepare Ukrainian citizens for national resistance, to foster patriotism, and to acquire necessary knowledge and skills for defending the country.
Centers will be set up across various regions and in Kyiv as communal institutions. Regional state administration heads will initiate their creation, with corresponding regional councils approving the decisions.
Funding for these centers will come from local budgets and other legally permitted sources. This includes training equipment, communication tools, weapon models, and various educational resources.
Certified specialists, mainly veterans of the Armed Forces, will be appointed as instructors, and active service members may also be involved as needed.
Training programs will be developed based on the requirements of the Territorial Defense Forces command, considering regional demands.
