Following a strike by Russian forces on the Bilensky correctional facility, four guided bombs killed 17 inmates and injured 42 others.

This was reported by the Ministry of Justice via Telegram.

"On July 28, 2025, around 23:28, Russian armed forces conducted an airstrike on the territory of the Bilensky correctional facility using four guided aviation bombs (GAB). As a result of the attack, the facility's cafeteria was completely destroyed, and the administrative headquarters and quarantine sector sustained significant damage. The strike resulted in the deaths of 17 inmates and injuries to 42 individuals," the statement reads.

It is noted that the seriously injured were hospitalized in health facilities under the Ministry of Health.

"Approximately 40 individuals sustained injuries of varying severity. One staff member received minor injuries (shrapnel wounds to the face). About 50 employees of the State Criminal-Executive Service of Ukraine were involved in maintaining order within the facility. All victims received medical assistance and are under observation in the medical part, the duty unit, and other departments of the facility. The perimeter of the facility remains intact, and there is no threat of inmate escape," the report states.

The agency emphasized that the strike on the correctional facility on the night of July 29 once again demonstrates a gross violation of international humanitarian law by Russian armed forces. "Attacking civilian infrastructure, including penitentiary institutions, is considered a war crime," the agency reminded.
