The Ministry of Digital Transformation of Ukraine has announced a pivotal collaboration with ElevenLabs, a global leader in voice recognition technology. This initiative will facilitate the integration of voice interfaces into Ukrainian government services, as stated by Minister Mykhailo Fedorov during the IT Arena 2025.
"The future belongs to innovative governments. Ukraine is already transitioning to a model where interactions with state institutions are reduced to a single voice request or message. Our partnership with ElevenLabs provides our digital services with a human voice, making them more accessible to everyone. We have demonstrated our capacity for rapid change, and this collaboration will help us become a proactive state where artificial intelligence eases citizens' lives," Fedorov emphasized.
ElevenLabs' technology is already being utilized to voice the digital twin of Mykhailo Fedorov, which operates in a Telegram chat-bot format and is capable of recognizing voice messages and responding in the same format.
"Together with the Ministry of Digital Transformation of Ukraine, we are providing a clear human voice to our digital services, starting with the minister's digital twin and later expanding this to Diia and other platforms. Our goal is simple: to make government services in Ukraine faster and more accessible for everyone," said Mati Stanishevsky, co-founder and CEO of ElevenLabs.
Voice technologies from ElevenLabs will also be implemented in other government services. Plans include integrating voice AI on the portal and in the Diia application, as well as introducing innovations in educational platforms, particularly using voice functions in state educational applications.
Additionally, voice AI features are planned for implementation in the internal tools of the Ministry of Digital Transformation, with AI assistants being utilized for onboarding and supporting the HR team's operations.
