The Ministry of Digital Transformation is implementing new tools for mobile operators to tackle spam calls and intrusive advertising. These measures are part of a new decree approved by the Cabinet of Ministers of Ukraine on June 25, 2025.

To reduce the number of spam calls, businesses will need to sign contracts with their operators and register the numbers from which they can make calls. If this requirement is not met, calls from these numbers will be automatically blocked.

Additionally, mobile operators will soon have the ability to block mobile numbers after users report spam calls.

The decree also makes changes to other important regulations. In particular, users should be able to disable content services independently in their personal accounts without needing to contact the operator. Full control over expenses should also be available in personal accounts.

Moreover, operators must immediately specify internet speeds in contracts. If consumers are promised 100 Mbps but receive only 40, this will be considered a breach of contract. Users can also file complaints with the NCCIR or take legal action for lower actual speeds.

Another significant change is the support for Ukrainians in conflict zones. According to the new rules, users must not lose connectivity due to non-payment for services, and their SIM cards should not be blocked for unpaid bills. A free communication package should also be provided upon first network access.

All the mentioned changes, including blocking spam calls, will be implemented gradually to give mobile operators time for technical adjustments.
