In light of the ongoing war in Ukraine, many citizens are seeking refuge abroad, leading to changes in border crossing regulations. One significant update is the extension of foreign passport validity, allowing Ukrainians abroad to continue their travels. However, it's crucial to understand the potential risks and ways to mitigate them before planning a trip.
Who can travel with an expired foreign passport?
According to the Cabinet of Ministers of Ukraine, due to the introduction of martial law, foreign passports can be extended for five years, ensuring their legitimacy for international travel. To do this, it is advisable to contact the Ukrainian consulate for a special stamp. Under Ukrainian law, passport extension can be done:
- no earlier than 2 months before its expiration date;
- extension is done by a special mark that the consular officer places in the existing passport — this extends its validity for another 5 years.
However, not all EU countries view this uniformly. Moreover, since the onset of full-scale aggression, many countries have tightened their policies regarding document renewals for Ukrainians. According to information from various embassies, an extended foreign passport might not be considered a valid document for entry into Schengen countries under new border crossing rules.
Another issue is that not all nations have updated their databases to reflect changes in Ukrainian legislation. This may lead to misunderstandings at the border, particularly in countries with strict passport requirements. For instance, while EU countries generally recognize extended passports, there are differences in practices from country to country. Thus, it is recommended to contact the embassy or consulate of the relevant EU country in Ukraine for the latest information before traveling.
Additionally, airlines are responsible for verifying the validity of passengers' passports, and if an employee is unaware of the extension policy, it may result in boarding denial. Therefore, it is essential to reach out to the airline in advance to clarify their passport document requirements.
How and where to apply for a new foreign passport?
For those who want to avoid any risks, the best option is to apply for a new foreign passport. Ukrainians abroad can do this at Ukrainian embassies and consulates or at the separate divisions of the State Enterprise "Document" operating in several European countries (Poland, Slovakia, Czech Republic, Germany, Spain, Italy), as well as in Turkey.
Always carry documents that confirm your right to stay abroad, as well as copies of your documents. This helps to avoid unnecessary problems in unforeseen situations. It is also important to remember that information is continuously updated, so always check the latest data regarding necessary documents before planning your trip.
