Starting January 1, 2026, Ukraine will implement a new insurance mechanism that will provide compensation for businesses located in frontline areas. This initiative aims to support enterprises amid military aggression. 
According to the Ministry of Economy, this program is part of the "Made in Ukraine" initiative, which will be administered by the Export Credit Agency (ECA).
Only those businesses that are participants in the program at the time of property damage due to the conflict will be eligible for compensation.
The new insurance mechanism is regulated by the Cabinet of Ministers' decree No. 1541 dated November 28, 2025, which takes effect on December 1, 2025.
Compensation for businesses in frontline regions covers losses for enterprises located in high-risk zones (Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, and Chernihiv regions, excluding occupied territories). 
The maximum compensation amount will be up to 10 million UAH but no more than the confirmed losses. 
Participation in the program is voluntary and requires a one-time contribution of 0.5% of the total potential loss for the property included in the compensation program.
To receive compensation, it is necessary to register the damaged property in the Register of Damaged and Destroyed Property and submit an application to the Agency.

The following documents must be attached to the application: 

  • documents confirming ownership, 
  • certificate of absence of tax liabilities, 
  • photos of the damage (if available), 
  • inspection act, 
  • technical condition report, 
  • proof of destruction/damage (acts/certificates from the State Emergency Service, national police, etc.) 
  • technical passport, act, and property valuation report, documents of the signatory.

Compensation will be calculated within 30 days.
Compensation of part of the insurance premium for businesses across Ukraine
Businesses can receive a partial compensation of the insurance premium for contracts covering war risks, concluded with insurance companies. The state compensates part of the premium that exceeds 1%, up to 1 million UAH for each contract. For example, if the insurance policy rate is 6%, the state compensates the 5% difference, but not more than 1 million UAH. 
Participation in the premium compensation program requires a payment of 5,000 UAH when submitting each application to the ECA.

To receive partial compensation of the insurance payment, it is necessary to: 

  • Select an insurance company, conclude a contract, and pay the insurance premium.
  • Submit an application for the insurance premium compensation to the ECA along with the required documents.
  • Receive compensation within 30 days.
