President of Ukraine Volodymyr Zelensky has officially enacted a new law aimed at enhancing digital infrastructure, which sets clear quality requirements for mobile internet.
This was announced via Telegram by the First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov.
“Today, the President signed Law No. 12094, which establishes clear standards for communication quality. This is another significant step toward providing fast and reliable mobile internet for all Ukrainians,” the announcement stated.
With the law coming into effect, mobile operators are mandated to meet specified internet speed standards. The government sets minimum service quality levels for subscribers that operators must adhere to.
Furthermore, the quality control of internet on smartphones will be strengthened. Ukrainians will be able to conduct speed tests themselves, with real data automatically sent to the NCEC, enabling quicker identification of problematic areas for improvement.
Another innovation is the lifting of the moratorium on operator inspections. This is expected to encourage them to more actively develop networks in rural areas and cover regions where there is still no connectivity.
The law also ensures the continued operation of national roaming: after the state of war is lifted, Ukrainians will be able to switch between operators to stay connected during emergencies.
It is worth noting that the European Commission has approved granting Ukraine access to the “Roam like at Home” policy, which will allow Ukrainians to use mobile services in the EU without additional charges. Official accession is expected by January 1, 2026.
