The Cabinet of Ministers of Ukraine has adopted new requirements for the classification of territories, aimed at improving community management. This system mirrors those in use in European Union countries.
This was reported by the Ministry of Community and Territory Development.
The ministry explained that this decision will help communities better assess their potential, security risks, and needs. Meanwhile, it will enable the state to implement specialized programs to support various types of territories: urban, rural, mountainous, and others.
Until now, Ukraine lacked a unified approach to territory classification, leading to unequal access of communities to resources and a noticeable lack of coordination between central and local authorities in regional policy.
The implementation of this new system will allow for:
- fair resource allocation among communities;
- consideration of war impacts, demographics, and economic activity;
- accurate identification of territory needs and specialization;
- improved quality of basic services;
- creation of conditions for attracting investments according to the characteristics of each community.
"It is essential for people to feel that recovery is happening fairly and in accordance with real needs. A unified classification of territories will enable us to make decisions based on data rather than assumptions. This means fewer chaotic decisions and more targeted assistance to the communities that need it most," said Minister Oleksiy Kuleba.
