The Ukrainian government has established new rules for the production and supply of explosives to support the needs of the Defense Forces during the state of war. This was announced by the Ministry of Defense.

According to the resolution dated July 16, 2025, titled "Issues of Production and Supply of Ammunition", a new order has been approved that outlines procedures for production and procurement.

The document also amends other resolutions to align with the new order. Manufacturers who have been granted the status of ammunition producers will continue their operations, ensuring that production processes remain uninterrupted.

Key points of the new resolution include:

  • All storage certificates for military explosives issued under previous resolutions remain valid.
  • Any industrial explosives used for the Defense Forces are classified as military explosives, simplifying their usage.
  • The government has removed barriers for manufacturers, enabling faster ramp-up of ammunition production.
