The official publication of the Verkhovna Rada, “Golos Ukrainy”, recently released changes to Law No. 4555-IX “On the peculiarities of pre-trial investigations regarding missing persons during martial law”.

According to the document, the law comes into effect the day after its publication.
As previously reported, the Verkhovna Rada approved a law on July 22 that reduces the powers of NABU and SAP.
Specifically, this concerns draft law No. 12414 "On amendments to the Criminal Procedure Code of Ukraine regarding pre-trial investigations in wartime circumstances", to which several amendments were made.
After the law was passed, NABU Director Semen Kryvonos urged the President not to sign it, as it effectively places "two independent institutions – NABU and SAP – in a dependent state".
President Volodymyr Zelensky signed the law concerning pre-trial investigations related to missing persons during wartime, which reduces the powers and effectively undermines the independence of NABU and SAP.
Ukrainian lawmakers are initiating a petition drive and preparing a constitutional submission to the Constitutional Court regarding the law that narrows the powers of NABU and SAP.
