On July 2, the Infrastructure Recovery and Development Service in the Kyiv region contracted the company "Ukrainian Construction Company" for the construction of a new residential building valued at 258.5 million UAH.

A new nine-story building for 270 people, complete with an underground parking lot and shelter, is to be built by the end of 2026 on Centralna Street, 353 in Borodyanka, Bucha District. The old building at this address was destroyed in March 2022 due to Russian bombing, and in November 2022, British artist Banksy created a drawing of a gymnast on its ruins.

The project is funded by the Fund for the Elimination of Consequences of Armed Aggression of the Russian Federation.

The publication notes that prices for concrete and equipment are market rates, however, some items do not list prices, and the costs for certain building materials are inflated.

Moreover, the estimated salary for construction workers appears to be understated, suggesting that the inflated material prices may be used for off-the-books salary payments. The budget allocates an average worker salary of 19,087 UAH. According to the Pension Fund, the average salary for pension calculation is slightly higher at 20,355 UAH, while the average salary for construction jobs in Kyiv, according to Work.ua, is significantly higher at 37,500 UAH.

LLC "Avtomagistral-Zakhid" offered a price that was 1,000 UAH lower, but the order was rejected due to their failure to address deficiencies within a day. A more expensive competitor was LLC "Bildgrup", which did not lower its price during the auction.

Currently, "Ukrainian Construction Company" from Irpin is owned and managed by Serhiy Kutovyi from Luhansk region.

The duties of the head of the Kyiv Regional Recovery Service are performed by Vasyl Cherniuk.
