As of June 1, more than 18,000 Ukrainian citizens have received housing certificates for destroyed properties.
This was reported by the public organization "Anticorruption Headquarters" based on the response from the Ministry of Community and Territorial Development to their inquiry.
According to the provided data, the total amount of issued certificates reached 27.3 billion UAH. About 11,000 people have already utilized these certificates to purchase real estate, with a total of 48,387 applications submitted for certificates.
"Regarding compensation for damaged property, approximately 90,000 Ukrainians have received reimbursements totaling over 9 billion UAH. The overall number of applications in this category has reached 147,747. These compensations are divided into two categories: payments for minor repairs and capital repairs, with average amounts of 73,100 UAH and 341,500 UAH, respectively," the message states.
"Anticorruption Headquarters" emphasizes that they received a response to their inquiry only after filing a complaint with the Commissioner of the Verkhovna Rada for Human Rights, as their request was initially ignored. The response was delayed for over three months: the inquiry was sent on March 11, and the reply was received on June 20.
The organization notes that the ministry provides information with terms like "approximately", "over", and "almost".
"We hope this is just a shortcoming of a specific specialist preparing the response, and not a lack of accurate data within the agency. Because when it comes to budget funds in such a sensitive area as reconstruction, there is no room for "approximately", — remarked Sergey Mytkalyk, head of the board of the NGO «Anticorruption Headquarters».
The organization stresses the urgent need to open the Register of Damaged and Destroyed Property, which should contain all the aforementioned information. The register must be public, with accessible information about the number of applications and compensation amounts, but with the personal data of Ukrainians kept confidential.
