On June 10, 2023, a final event of the project "Participatory planning of territorial community development" took place in Kyiv, where new proposals for methodological recommendations on developing community strategies were presented. 

The event featured Deputy Minister of Community and Territorial Development of Ukraine, Oleksii Riabikin, who emphasized the importance of new strategies for shaping quality community development that aligns with real resources and investment opportunities.

«A strategy is not just a document. It is a vision, a set of goals and decisions that should guide the community daily. We have already started preparing medium-term public investment plans that require the existence of strategies for attracting funding.
Currently, we are implementing a regional development information system, so communities can see their dynamics, rely on data, and utilize unified tools. This will allow not only planning but also comparing their path with that of their neighbors. The development of one community cannot be separated from the development of the entire country», — stressed Oleksii Riabikin.

The updated methodological recommendations include:

  • the integration of strategic, investment, spatial, and budget planning with a focus on effective multi-level governance;
  • the development of inter-municipal cooperation;
  • engagement of a wide range of local stakeholders, including external consultants, in strategic planning;
  • the integration of the best local practices that can be scaled as universal recommendations;
  • the implementation of modern analytical tools and the establishment of a result-oriented monitoring system.

This event served as a platform for dialogue among the government, local authorities, expert communities, and international partners. The updates aim to promote a systematic approach to community development in the current context.
