Over the three years of the full-scale war, Ukraine's health care system has incurred losses amounting to $19.4 billion due to Russian attacks.

This was reported by the Ministry of Health, citing the Fourth Ukraine Rapid Damage and Needs Assessment report.

Experts analyzed the period from February 24, 2022, to December 31, 2024. The largest damages to the health system were recorded in the following regions:

  • Donetsk region – 37.8% of the total;
  • Kharkiv region – 12.6%;
  • Luhansk region – 12.5%;
  • Kherson region – 7.3%.

Compared to the previous assessment published in February 2024, the total losses in the health sector increased by 9%.

The needs for recovery and reconstruction over the next decade have risen by 14%.

The number of damaged health facilities increased by 36.7%, while pharmacies saw a 2.2% rise.

“This figure is preliminary. However, it is clear that the health care system requires significant investments and their rational allocation. To ensure maximum effectiveness, strategic priorities have been defined.

This year, the Strategy for the Development of the Health System until 2030 was approved. We have two key vectors: to ensure the system's resilience in wartime and simultaneously focus on recovery, integrating it with reform processes and enhancing effectiveness according to the principle of “better than before,” – stated Minister of Health Viktor Liashko.

It should be noted that according to the Ministry of Environmental Protection, the full-scale war has caused damages to the Ukrainian environment exceeding 65 billion euros.
