Investigators from the Svyatoshyn Police Department, under the guidance of the Svyatoshyn District Prosecutor's Office, have revealed a case of negligence that has led to losses in the budget of the capital community. 
The suspect is an employee of the Svyatoshyn Psychoneurological Boarding School, which is under the Department of Social and Veteran Policy of the Kyiv City State Administration (KCSA), responsible for public procurement procedures.
Law enforcement established that in 2025, the offender improperly organized the procurement of equipment for the renovation of a hybrid solar power plant intended to ensure the operation of a medical institution during possible power outages.
Specifically, he failed to verify the market price of the equipment and, without using the electronic system “Prozorro,” entered into a direct contract with a private entrepreneur for the supply of six hybrid inverters for approximately 1.2 million hryvnias. However, according to the conclusions of the conducted expert examination, the devices were acquired at an inflated price, causing losses to the city budget of about 700 thousand hryvnias.
Investigators have informed the man of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine — negligence leading to severe consequences. The sanction for this article provides for up to five years of imprisonment with deprivation of the right to hold certain positions.
