Under the procedural guidance of the Office of the Attorney General, investigators from the State Bureau of Investigations (SBI) have arrested the head of a communal medical facility, along with two heads of departments — psychiatric and emergency.

According to the investigation, the officials had established a scheme that allowed conscripts to avoid mobilization by falsely certifying them as disabled. The scheme involved the falsification of documents concerning supposed inpatient treatment, preparation of medical conclusions, and subsequent decisions by the medical advisory commission to assign second-degree disability.

The arrest occurred immediately after the head of the facility received the final part of an illegal benefit amounting to $5,000 for the 'registration' of disability. The total documented amount of bribes received was $11,000 and 4,196 UAH. Currently, searches are being conducted, documentation is being seized, and all individuals involved in this illegal activity are being identified.

The arrested individuals will be charged, and a decision on preventive measures is being made. The pre-trial investigation is being carried out by the SBI investigators under the operational supervision of the SBI Office. According to Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty in a legal manner by a court verdict.
