In 2028, a new model of State Final Certification will be introduced for 9th grade students, covering two main areas: language-literature and mathematics. However, the full implementation of the State Certification-9 as a system is not expected before 2029.
This was reported by representatives of the Ukrainian Center for Educational Quality Assessment.
In September 2026, Ukraine will conduct a trial of new tools and methods for the State Certification at the 9th grade level, focusing on language-literature (state language) and mathematics educational fields.
About 2000 10th grade students from institutions that implemented the educational-methodical provisions of the New Ukrainian School will participate in this trial.
The continuation of the pilot implementation of State Certification-9 is planned for 2027.
"Refined tools and procedures for assessing student achievements in language-literature and mathematics will be tested, particularly using a special educational platform currently being developed by IT specialists," the Ukrainian Center for Educational Quality Assessment stated.
Additionally, a preliminary trial of tools from other educational fields - civics, history, natural sciences, information technology, and foreign languages - is planned for 2027.
By 2028, the full-fledged State Certification-9 in the two main areas – language-literature and mathematics – is likely to be launched, while additional pilot testing of tools for other fields will continue.
Thus, the comprehensive implementation of State Certification-9 as a system is only expected no earlier than 2029, as stated by the Ukrainian Center for Educational Quality Assessment.
It is worth noting that starting from 2027, 4th grade students in Ukrainian schools will undergo the state final certification in the form of external independent assessment.
