The President of Ukraine, Volodymyr Zelensky, has enacted a decision by the National Security and Defense Council from April 11, 2025, regarding sanctions against Russian propagandists and the so-called 'shadow fleet' of Russia.

According to decree No. 229/2025, sanctions have been imposed on 59 individuals (57 Russians and two Chinese nationals).

Another decree, No. 230/2025, introduces sanctions against 18 legal entities, primarily registered in Russia and engaged in information activities.

Furthermore, another appendix to the decree includes an additional 71 individuals under sanctions, comprising both Russians and Ukrainians primarily connected to the media. Notable figures include Vadym Karasiov, Oleksandr Shelest, Oleksandr Sladkov, Andrii Norkin, and producer Yurii Bardash.

In his Telegram channel, Zelensky stated that the sanctions are directed against propagandists and the 'shadow fleet' of Russia.

"New sanctions measures. We are increasing pressure on war propagandists and those who justify Russia, as well as blocking the operations of the Russian 'shadow fleet' in cooperation with our partners. Relevant decrees are already available on the website," the president wrote.
