Operators and providers are now allowed to reserve all workers from construction teams that are laying resilient internet networks using xPON technology. This initiative will keep Ukrainians connected and ensure critical enterprises continue to operate smoothly. Providing uninterrupted internet is crucial in frontline and border areas that are frequently shelled and experience prolonged outages.

After discussions with operators, providers, and industry associations, the Ministry of Digital Transformation proposed amendments to Resolution No. 76 regarding the reservation of workers, which were approved by the Government today. 

To reserve construction team workers, a company must:

– be included by the Ministry of Digital Transformation in the list of critical enterprises that build networks using xPON technology;

– be engaged in the construction of xPON networks and have construction plans for at least one calendar year.

Mobile operators will also be able to reserve teams that construct energy-resilient networks on highways and national roads.

The reservation of construction teams will take place through the Diia app — similar to the reservation of emergency recovery teams. The Ministry of Digital Transformation will compile a list of these enterprises, and the conditions for their inclusion are currently being discussed. If construction plans are not met, the provider or operator will be removed from the list, and the reservation of workers will be annulled. 

Why is the reservation of team specialists necessary:

– government institutions and enterprises that are critical for the economy and defense will operate without delays;

– an additional 1 million families will gain stable internet access, enabling them to use government services, call emergency services, and stay connected with loved ones;

– conditions for remote learning for students will improve.

The development of resilient telecommunication networks is not just about convenient internet but also about national security. The enemy is trying to cut off our communication, so the state is doing everything possible to ensure connectivity remains stable despite the challenges. Building energy-independent networks is one of the key points in implementing the strategy for the development of electronic communications by 2030.
