Ukraine is the first country in Europe to initiate the pilot of Starlink Direct to Cell technology. Now, Kyivstar subscribers can send messages via satellite even in the absence of mobile coverage.
Starlink Direct to Cell offers the ability to stay connected during prolonged power outages or in remote villages. When the regular signal is lost, the smartphone automatically switches to satellite.
"Ukraine is at the forefront among European countries launching Direct to Cell technology. This is a significant step in developing infrastructure that ensures connectivity even where traditional networks are absent. Despite the challenges of wartime — constant attacks on infrastructure, blackouts, and network damage — we continue to implement innovative solutions, as reliable communication under any circumstances is one of our key priorities," stated Mykhailo Fedorov, First Deputy Prime Minister — Minister of Digital Transformation of Ukraine.
How does it work?
- You need an Android smartphone with 4G (LTE) support. iPhone 13 and newer models will have access to this feature in the upcoming update.
- You must be outdoors for the device to catch the satellite signal.
- The service is provided within your tariff without additional charges.

In critical moments, every message counts — it can be a matter of life and death. With the implementation of Starlink Direct to Cell technology, we are starting with basic yet essential functionality — SMS exchange. Millions of Ukrainians will have the opportunity to stay connected even in the toughest conditions," remarked Oleksandr Komarov, CEO of Kyivstar.
Currently, only SMS is available — this allows users to contact relatives or emergency services when messaging apps are not functioning. In the future, Kyivstar plans to launch voice calls and mobile internet through Starlink Direct to Cell.
Important: the technology covers the entire territory of Ukraine, except for border areas, occupied territories, and active combat zones.
