The digital personnel accounting system named "Impulse" will serve as a foundation for new IT solutions in the military sector, helping to meet various needs during service. This was reported by the Ministry of Defense of Ukraine.
The defense agency states that military personnel will be able to view their military IDs, receive electronic leave, monitor vacation days and service time, as well as keep track of weapons, property, and financial payments.
Currently, "Impulse" is being implemented in the units of the Air Assault Forces and is optimizing the work of personnel, deployment, and commanders. The main functions of the system include:
- For personnel services – automation of routine tasks, quick generation of orders, certificates, and reports without manual data entry.
- For deployment – a unified military card that records all service events, ensuring consistency of information about the unit.
- For commanders – analytics on equipment and readiness of units, available upon request.
The Ministry of Defense emphasized that the system operates within a closed secure perimeter. Access to information is role- and level-based, and all user actions are logged.
This system was developed by the Center for Scaling Technological Solutions of the Armed Forces of Ukraine, where IT specialists with experience in digital product development serve. The deployment in the military is ensured by the divisions of the Ministry of Defense and the Armed Forces of Ukraine.
It is worth noting that Defense Minister Denys Shmyhal announced the launch of the digital military accounting system "Impulse" at the end of September. In June 2025, it was reported that the "Impulse" system is being tested in over 20 military units.
