On April 9, the future chancellor Friedrich Merz (CDU) and Lars Klingbeil (SPD) unveiled their vision for a new German coalition formed by the Christian Democratic Union CDU/CSU and the Social Democratic Party of Germany SPD.

This coalition was formed following the February elections, where the pro-Ukrainian CDU emerged victorious while the pro-Russian far-right party 'Alternative for Germany' came in second.

Germany and its support for Ukraine: changes in foreign policy

Germany plays a crucial role as an ally to Ukraine, ranking second in individual contributions according to the Kiel Institute. In the 144-page coalition agreement, CDU and SPD outlined their positions regarding Ukraine as follows:

A strong, democratic, and sovereign Ukraine is vital for Germany's geopolitical stability and security.

Germany will continue to provide financial, military, and political support to Ukraine.

Alongside its partners, Germany will develop a strategy to achieve lasting peace where Ukraine holds a strong position. This strategy will include material and political security guarantees.

Germany will participate in the reconstruction of Ukraine and seek ways to economically utilize frozen Russian assets to support Ukraine financially and militarily.

Germany supports Ukraine's NATO membership perspective, as confirmed at the NATO summit in Washington.

Germany endorses the establishment of a special tribunal for the proper prosecution and punishment of the crime of aggression against Ukraine.

During his election campaign, Friedrich Merz promised support for Ukraine, and this commitment is reflected in the coalition agreement. The agreement also includes plans to strengthen the German army. In March, the German parliament approved a military aid package for Ukraine worth 3 billion euros and a bill to increase funding for the German military.

The coalition agreement requires approval from SPD members and senior representatives of CDU/CSU. If approved, Merz is expected to be sworn in as chancellor in the Bundestag at the beginning of May.
