As of January 1, 2025, the average pension in Ukraine is 5,789 UAH, which is approximately one-third less than the actual subsistence minimum.
This information comes from the calculations by the Economic Platform, referencing data from the Pension Fund of Ukraine.
According to the Pension Fund, there are 10.3 million retirees registered in Ukraine as of January 1, 2025, of which 2.8 million are currently employed.
The average pension in Ukraine stands at 5,789.05 UAH at the beginning of the year, while for working pensioners, it reaches 6,302.76 UAH.
Meanwhile, in October 2024, the head of the budget committee of the Verkhovna Rada, Roksolana Pidlyasa, stated that the actual subsistence minimum is three times higher than what is officially declared - 9,000 UAH.
According to the Federation of Trade Unions, the average subsistence minimum in November 2024 was calculated to be 8,537 UAH (considering mandatory payments).
Thus, the average pension in Ukraine is approximately 32.2%-35.7% lower than the actual subsistence minimum for October-November 2024.

In 2025, the government will not raise social standards for the population due to the significant budget expenditures that cannot be covered.
The minimum wage was increased to 8,000 UAH in 2024, but in 2025, it will remain unchanged throughout the year.
Official documents indicate that a person should be able to live on 3,000 UAH, while the Ministry of Social Policy considers the real subsistence minimum to be 9,000 UAH.
