The Ministry of Health states that the reconstruction of the damaged children's hospital "Okhmatdyt" requires significant time due to the high complexity of construction tasks. Therefore, it is necessary to prepare project documentation and conduct expert evaluations.

This was stated by Deputy Minister of Health Edem Adamanov during a briefing, as reported by "Ukrinform".

"The main question that always arises is why does this process take so long? It is imperative to comply with state building norms and technical standards."

"This facility has the highest level of construction complexity, making it impossible to proceed without project documentation and expert reviews", - the deputy minister added.

According to him, conducting state expert evaluations of the project documentation is essential to ensure the quality and transparency of all processes involved in the reconstruction, as well as to determine the scope of work and material costs.

He emphasized the importance of the hospital continuing to provide medical services during the reconstruction, which complicates the restoration process significantly. This includes managing noise levels and other logistical challenges that also take time."

It is worth noting that the children's hospital "Okhmatdyt" was damaged by a missile strike in July 2024, resulting in damage to the facility, including the toxicology department, which is beyond repair.

Funds for the hospital's reconstruction were raised through the charity fund "Okhmatdyt". In July 2024, the most expensive proposal was selected for the repair work.

Subsequently, the agreement was canceled, and the Ministry of Health announced a new tender on Prozorro.

The National Police and other law enforcement agencies began investigating the reconstruction processes of "Okhmatdyt", and the hospital's director, Volodymyr Zhovnir, was suspended from his position.

A supervisory board was established at the hospital, and in October 2024, the institution announced a tender for carrying out essential emergency works.

In January 2025, journalists reported a possible corruption scheme surrounding the tender. Investigations revealed that the husband of the head of the winning company manages the state institute "NDIproektreconstruction", where calculations for the public competition were allegedly conducted.

Inna Ivanenko, head of the recovery council for "Okhmatdyt", denied this information, stating that state institute specialists conducted only a technical assessment of the damaged premises, not prepared documents for the tender.

In April, the hospital opened a nephrology and dialysis unit that had been damaged from enemy missile strikes.

As of the end of April 2025, the Ministry of Health reported that the total amount of contracts signed for the reconstruction of "Okhmatdyt" stands at 36.2 million hryvnias.
