The capital of Estonia, Tallinn, will cease a program from May that covered housing and translation costs for Ukrainian refugees who received temporary protection.

Previously, Ukrainian refugees could receive a one-time compensation to cover rental costs, enabling them to search for permanent housing independently.
"Support is not disappearing, but it is becoming more targeted and stable," stated Liis Paloots, head of the migration department at the Social Insurance Board.
According to her, Estonia is gradually returning to a familiar system where assistance is primarily provided to those applying for international or temporary protection, who lack support in the country and reside in state accommodation centers while their cases are being processed.
She added that after Tallinn, the Social Insurance Board is considering ending similar arrangements with other local communities to ensure a uniform approach to aid distribution throughout the country.
This will also ensure that the support provided to Ukrainian refugees will depend on their need for assistance when relocating from accommodation centers, rather than their place of residence.
Since the program's inception in June 2022 until April 2025, nearly 11,000 Ukrainian refugee families have received this compensation, including 1,710 households in 2024, of which 62% utilized support in Tallinn.
The maximum compensation amount reached up to 1,200 euros per household.
