Following the introduction of new limits on card-to-card transfers, the volumes of these transactions have dropped from 250 billion UAH to 170 billion UAH per month.

This information was provided by NBU Deputy Chairman Dmytro Oliinyk during a meeting of the temporary investigative committee on national security issues.

"We are talking about transfers from clients who could not provide documentation explaining the purpose of the transfer and the source of the funds," he stated.

At the same time, the NBU is working on a draft law concerning the creation of a drop registry.

"We will soon submit this draft to the parliamentary committee for consideration," Oliinyk added.

According to him, the registry will start functioning at least six months after the law is passed.

The NBU also emphasized that a person placed in this drop registry will not remain there permanently and will have the opportunity to exit. Stricter transfer limits will be imposed on such individuals.

Reminder:

  • Starting from October 1, 2024, the NBU will impose a limit of 150,000 UAH per month (instead of the previously announced 100,000 UAH) for individual transfers.
  • By April 2025, these restrictions were lifted, but a memorandum between banks is currently in effect.
  • According to the NBU, these transfer restrictions helped reduce the "anomalous spike" in transfer volumes and halted the growth of payment cards observed in September-October 2024.
