As of April 1, a new law prohibiting advertising and sponsorship of gambling activities has come into effect. Currently, only certain provisions of this law are being enforced.

Under the new regulations, a new governing body called "GameControl" will replace the CRAIL, which is being dissolved. New mechanisms for controlling gambling activities are being introduced, along with restrictions on access to illegal websites and applications.

Advertising of gambling is strictly prohibited, with a few exceptions:

  • on television and radio during nighttime hours (from 11 PM to 6 AM);
  • in media aimed at individuals over 21 years old;
  • on platforms targeting adult audiences.

Sponsorship is banned, except in sports.

Additionally, the promotion of free bonuses, participation of military personnel, volunteers, and celebrities in advertisements, as well as the use of war-related themes, is prohibited.

The law provides for the blocking of illegal websites, increasing requirements for game organizers, and banning license issuance to individuals with tax debts. Gambling transactions can only be made in cash through bank accounts.

Lotteries are also subject to most restrictions imposed on the gambling business. The law establishes requirements regarding the reputation of officials, tax obligations, and restricts ties with aggressor states.

Limits on expenditures and game time, mandatory breaks, and "mystery shopping" with video recording during inspections are also defined. Accepting bets on credit is prohibited.

Law No. 4116-IX, signed by President Volodymyr Zelensky, also includes restrictions on online casinos, with the NSDC resolution coming into effect on April 20, 2024.

The procedure for liquidating the Commission for Regulation of Gambling and Lotteries will commence on April 1.
