The President of Ukraine, Volodymyr Zelensky, has made the decision to dismiss Serhiy Heday from the position of head of the Mukachevo District State Administration in Transcarpathia and Andriy Yurchenko from the position of head of the Rubizhne City Military Administration in the Luhansk region.

These decisions were announced on August 2, 2025, on the official website of the president, as reported by Ukrinform.

Order №99/2025-p notes: “To dismiss Yurchenko Andriy Fedorovych from the position of head of the Rubizhne City Military Administration of Luhansk region.

As previously reported, the Cabinet of Ministers on August 2 submitted a draft order regarding the dismissal of Serhiy Heday to President Volodymyr Zelensky.

Based on reports from the director of the National Anti-Corruption Bureau and the head of the Specialized Anti-Corruption Prosecutor's Office, on August 2 President Zelensky announced the exposure of corruption involving one of the members of parliament, heads of district and city administrations, as well as National Guard servicemen.

Later, NABU and SAP clarified that the case concerns manipulations with the procurement of drones and electronic warfare equipment at inflated prices. The essence of the scheme involved entering into government contracts with suppliers at inflated prices — up to 30% of the contract sum was returned to the participants of the crime as an unlawful benefit.

According to media reports, one of the figures in this case is the head of the Mukachevo District State Administration, former head of the Luhansk Regional Military Administration Serhiy Heday.
