The Ukrainian government has introduced new regulations for the pharmaceutical distribution market, imposing limits on the volume of goods that distributors can supply.
This information was confirmed by the press service of the Ministry of Health.
From now on, all distributors must adhere to uniform conditions in contracts, including pricing, payment terms, and delivery.
The new rules stipulate that the supply volume of a single product from a manufacturer or importer to one distributor cannot exceed 20% of the total net revenue from the sales of that medication in the previous year.
Exceeding this limit is only allowed if other distributors have not submitted purchase requests.
Changes to licensing requirements will take effect two months after the publication of the decree.
Currently, the pharmaceutical distribution market is controlled by two main companies: "BaDM" and "Optima-Pharm."
The Dnipro-based "BaDM," owned by Oleksandr Dytyatkovskyi and Oleksandr Sukhodolskyi, accounted for about 40% of drug supplies to pharmacies in September 2021, according to Forbes, while "Optima-Pharm," owned by Andrii Hubskyi, held around 45%.
