The Ministry of Foreign Affairs of Ukraine has launched a new digital notary project, aimed at simplifying and automating procedures, as stated by Minister Andrii Sybiha.

This innovation allows citizens to obtain a power of attorney in just one visit to the consulate, significantly reducing time and financial costs.

Previously, to obtain a power of attorney, citizens had to visit the consulate multiple times: submitting documents, writing an application, agreeing on the text, and paying fees, after which they would wait for the document to be issued.

As of July 1, 2023, everything can be done online, with only one visit required for signing the completed document.

Here’s how to submit an application online through e-Consul:

  • The citizen fills out an online application via the e-Consul platform.
  • Uploads necessary documents and a sample power of attorney.
  • The system verifies the information, generates a notarial document, and sends a notification about its readiness.
  • The applicant books an appointment for signing the document and receives it on-site.

Where is the e-Consul service available?

The project has been launched in 40 consulates and embassies of Ukraine, including in Australia, Algeria, Angola, and many other countries.

Andrii Sybiha emphasized that this system will reduce the burden on consulates and enhance convenience for citizens, marking an important step towards establishing European standards of service.

The Ministry of Foreign Affairs plans to expand the project to all diplomatic missions in Ukraine after assessing the pilot phase results.
