The European Commission has proposed to integrate Ukraine into the "Roam like at Home" mobile space starting January 1, 2026. This will enable Ukrainian citizens to use mobile services in EU countries without incurring additional costs, similar to EU citizens in Ukraine.
The agreement covers calls, SMS, and mobile data at domestic rates, ensuring access to emergency services and consistent service quality. The existing voluntary agreement between Ukrainian and European operators will be extended until the end of 2025.
This decision requires approval from the EU Council. The Commission noted that Ukraine has fully aligned its legislation with EU roaming rules, which was a prerequisite for integration.
This marks the first area where Ukraine will receive the status of an EU internal market under the Association Agreement.
