At the fourth Ukraine Recovery Conference (URC2025), agreements totaling over 75 million euros were signed to support the country's healthcare sector.
This was announced by the Minister of Health Viktor Lyashko.
Healthcare Financing at URC2025
“Seven agreements worth over 75 million euros represent a significant achievement for our healthcare system during URC2025,” noted Lyashko.
He emphasized that the Ministry of Health reached strategic agreements with international partners, including grants and technical assistance.
This funding will be directed towards projects aligned with the Health System Development Strategy until 2030.
Among the key agreements signed:

31 million euros – for long-term projects with Enabel, focusing on hospital modernization, rehabilitation, and training.

30 million euros – a concessional loan from the Italian government for the construction of a children's hospital in Odessa.

11.5 million euros – a new joint project of the EU, Enabel, and WHO in collaboration with the Ministry of Health, aimed at supporting the transformation of the health system.

620 thousand euros – a memorandum with the Lithuanian government to create a mental rehabilitation space for veterans.
Investments in Medical Infrastructure
In addition to the aforementioned agreements, several other important documents were signed.
Specifically, memorandums were established with Expertise France and Enabel regarding the restoration of medical infrastructure.
A joint statement was also signed with the Council of Europe Development Bank to support the National Center for Motherhood and Childhood in Ukraine.
Investment agreements have been reached to localize pharmaceutical and biotechnology production directly in Ukraine.
Additionally, a memorandum was signed with Ellipse Projects SAS to collaborate on the reconstruction and modernization of medical infrastructure.
