Law enforcement officials from the Pechersk District Police in Kyiv, with the support of the SBU, have uncovered that a vice-rector of a leading capital university committed negligence in organizing the capital repairs of the educational institution's building.
According to the investigation, in 2022, a contract was signed between the university and a private company for conducting capital repairs. Subsequently, the official signed a completion certificate claiming that the construction company had fulfilled its contractual obligations.
However, as it turned out, by 2025, no repairs had been conducted at all. Moreover, project documentation outlining the scope and cost of the work had not even been developed.
Despite this, the university unjustifiably transferred over 2.1 million hryvnias to the contractor for the nonexistent capital repairs, causing significant damage to the state budget.
Based on the collected evidence, investigators, under the guidance of the Pechersk District Prosecutor's Office, have notified the former vice-rector of one of the capital's universities of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine – negligence that resulted in severe consequences.
The penalty for this article provides for up to five years of imprisonment, along with a ban on holding certain positions or engaging in specific activities for up to three years.
