The Security Service of Ukraine has revealed new attempts by Russian special services to organize terrorist acts in Kyiv. According to case materials, the enemy planned to carry out contract killings of prominent Ukrainians as well as explosions in popular shopping centers and on one of the metro stations of the capital.
Thanks to timely actions by the SBU, the enemy's plans were foiled, and the identity of the crime organizer was established. He turned out to be a resident of temporarily occupied Crimea, who started cooperating with Russian services after the annexation of the peninsula.
The investigation revealed that the suspect was seeking like-minded individuals for their further recruitment into the FSB's agent network.
Among them were acquaintances who held Ukrainian citizenship and were not subject to mobilization due to their age.
The Security Service documented an attempt at “routing” a recruited agent to Kyiv, who crossed the border of Ukraine through third countries.
Upon arrival in the capital, the agent received coordinates of a cache, from which he was to retrieve a Makarov pistol with ammunition.
It was established that this weapon was assigned to the agent by the FSB for carrying out a contract killing of a media figure in Kyiv.
He was also tasked with preparing terrorist acts in several capital shopping centers and at a metro station. For this, the agent received instructions for making improvised explosive devices, hidden in backpacks.
Each explosive was to be equipped with a mobile phone for remote detonation during peak hours when the locations would be most crowded.
Thus, the enemy planned to spread panic among the capital's residents to destabilize the socio-political situation in Kyiv.
The Security Service timely uncovered the agent and documented all his contacts with the FSB, which occurred through a resident from Crimea.

Currently, the investigators of the Security Service have reported suspicion to the resident in absentia under three articles of the Criminal Code of Ukraine:

  •  Part 2 of Article 111 (high treason under martial law);
  •  Part 2 of Article 258 (terrorist act);
  •  Part 1 of Article 263 (illegal handling of weapons and explosives).

As the suspect is located in the temporarily occupied territory, measures are being taken to bring him to justice.
The qualification of the agent's actions is being determined.
An investigation is ongoing regarding all participants of the FSB agent network. Actions are being conducted jointly with SBU investigators in Kyiv and the Kyiv region under the procedural guidance of the Kyiv city prosecutor's office.
