In the capital of Ukraine, Kyiv, the National Police has apprehended six officials suspected of embezzling over 2.5 million UAH of budget funds. The investigations relate to the repair of the Metro bridge and Kyrylivska Street, where the suspects inflated the scope and cost of the work and unlawfully utilized workers from several municipal enterprises. They were simultaneously registered at two locations: the construction site and their primary workplaces. All detained individuals have been charged.
Operatives from the Strategic Investigations Department of the National Police, in collaboration with prosecutors and investigators, continue to uncover corrupt schemes within local government. As a result of their efforts, six participants from two different embezzlement schemes were arrested.
The first scheme involves the heads of municipal enterprises responsible for road repairs in various Kyiv districts. During the current repairs on Kyrylivska Street, workers from other similar municipal enterprises were involved, even though a contract with a private entity was made for the work. This unlawful engagement has led to the embezzlement of over 1.6 million UAH.
The second scheme saw nearly 1 million UAH embezzled during restoration work on the Metro bridge over the Dnipro River. Sand was purchased from affiliated companies at inflated prices, while its market price was significantly lower. The illicit funds were converted into cash and distributed among those involved. The deputy head of the capital construction management department was responsible for overseeing these processes.
On July 25, simultaneous arrests were made involving six individuals linked to the criminal schemes, including the deputy head of the department and heads of municipal enterprises. Charges were filed under Article 191 of the Criminal Code of Ukraine. Decisions are being made regarding preventive measures and suspensions from office. The article's penalty includes up to eight years of imprisonment and confiscation of property.
The preliminary investigation is being conducted by detectives from the Podil and Dnipro police departments under the supervision of the local prosecutor’s offices.
