The city is implementing a program focused on building dual-purpose facilities within educational institutions. By the end of 2025, an additional 7 projects are expected to be completed. This was announced by the Deputy Head of the Kyiv City State Administration, Valentyn Mondriivskyi, during a working meeting in the Svyatoshyn district.
“The Svyatoshyn district has become the first in the capital to construct such a large-scale shelter. Repairs were ongoing as recently as August 27, and now the facility is nearly complete. It can accommodate over 1,200 individuals. This modern space, built according to the latest safety standards, will serve as a reliable shelter for children and adults during alerts, while also providing a full educational environment. After hours, various clubs can operate here. This sets an example for other districts, which is why we hold meetings directly on-site to exchange positive experiences,” said Valentyn Mondriivskyi.
He mentioned that in 2025, 2.8 billion UAH has been allocated for the construction of shelters with educational spaces in educational institutions. These funds are directed to districts as part of the Economic and Social Development Program for Kyiv from 2024 to 2026. Currently, construction is underway at 24 sites.
District administrations had planned to commission 22 such shelters this year, but have partially fulfilled their obligations. By the end of the year, 7 more facilities are expected to be completed, including 2 in the Darnytsia district, 1 in Obolon, 2 in Svyatoshyn, and 2 in Shevchenkivskyi.
“Despite the ongoing war, Kyiv continues to invest in education and the safety of children. The education sector budget for 2025 is nearly 38 billion UAH – which constitutes a third of the city's budget. The effectiveness of educational and safety project implementation directly depends on management decisions at the district level,” emphasized Valentyn Mondriivskyi.
He also reminded that since the start of the full-scale war, 244 educational institutions have been damaged in Kyiv, of which 74 are still under repair.
