In Ukraine, the regulations for ensuring barrier-free access (ramps and elevators) to cultural heritage sites have been updated.
According to the new Cabinet of Ministers decree, the installation of such facilities at cultural heritage sites or newly discovered objects can follow a simplified procedure if the work does not require interference with load-bearing structures, engineering systems, or impact on the protected item. Installation is carried out in accordance with approved scientific-project documentation, the composition of which is governed by DBN A.2.2-14-2016 «Composition and Contents of Scientific-Project Documentation for the Restoration of Architectural and Urban Planning Monuments».
«In Kyiv, municipal institutions are gradually becoming accessible to everyone. This applies not only to modern buildings but also to cultural heritage sites, where barrier-free access is implemented in accordance with all monument protection requirements. This is a policy of equality that we are implementing to ensure that everyone, regardless of age, health, or life circumstances, has equal opportunities to use urban spaces. The Cabinet has simplified the procedure, so we invite owners of heritage sites – from cafes to cultural centers – to join in creating a barrier-free environment and to contact the Department of Cultural Heritage Protection. The department’s experts are ready to support the entire process of installing barrier-free access, maintaining a balance between the authenticity of the site and necessary adaptations, as done in European countries. Together with the owners of such buildings, we will make Kyiv a city where every space is convenient and accessible for all – for defenders, elderly people, and parents with children. Barrier-free access must become the norm, not the exception!» emphasized the Deputy Head of the Kyiv City State Administration, Hanna Starostenko.
